I have a subscription with UPC that includes the basic TV fees, “rent of cable connection fees”, “Telereseau”. I contacted the letting agency several times in that regard. Finally, they said that I should cancel it myself and that the company is UPC.
Does anyone know whom I should contact and how to stop being paid twice?

The cable connection fees are included in your subscription (Connect) and are a prerequisite for using the digital products. You can find more information here.
If you are also charged cable connection fees in the additional costs, please contact your administration.

Yes I have that fee included in my rent, I contacted the letting agency several time and they kept telling me I have to cancel with the provider, I even showed them the UPC letter I received (attached).
Do you know If I can receive the letter in French? and is there a way to know if there is another subscription made by the letting agency for my flat that I can cancel?

Rida We do not have the ability to send letters. For this we ask you to contact our customer service (0800 66 88 66). In addition, your administration can call the wholesale hotline if they have questions.
