Port Forwarding is not working for some ports

Sir,

I am having trouble getting ports to open. I even turned the firewall completely off, and I checked with nmap, the server shows the port is open, but when I try to connect with a port scanner, it says the port is still closed.

Is there something that can be done to allow me to forward the port?
