Why to pay for TV if your contract don’t have that and service don’t work in your home?

Maybe someone can help me here, because phone calls to Cablecom do not work in fixing issues.
I made a contract last year for internet ONLY. After a month I considered puting TV but the technical support were not able to connect with the basic service, so it seems that TV cable s not working in my home. This year in a SNEEKY way (end of the year) I received an invoice from a company called SITEL SA asking for money. I thought it was scam. It turns out that is something related with UPC CABLECOM. I contacted CABLECOM, and the answer is that i need to pay. So not having a contract for that or not having service working does not matter.
My question is - Is that normal? Did that happen to someone? How was the problem fixed?
