Receive no SMS from foreign registration services

One example: When I tried to connect to airport wifi provider (Istanbul and Izmir), I didn’t receive confirmation code SMS.

I also don’t receive SMS from some Turkish government sites during registration.

The APN settings were correct when I tried this. I have confirmed them again using the links you sent. I have also confirmed that there is no blocked SMS senders. Is there any blocking from the system side?
